Introduction

The eGovernment may initially appear to us as a set of systems that automate existing government procedures. It helps citizens and residents conduct their government transactions through the Internet without visiting the offices of government agencies. This also applies to institutions and companies that automatically complete their dealings between them and the citizen or between them and other government institutions.

This reality is quite true, but not all the truth. To reach this evolving stage of comprehensive automation, Governments must accomplish this task by adopting several foundations necessary to succeed, achieve their objectives, and avoid the challenges that often accompany those strategic initiatives.

eGovernment and Development Plan

The foundations on which governments implement the eGovernment programs include initiatives in various economic and social sectors. This is done by correcting different sectors' structures, procedures, and governance rules and directing their objectives.

EGOV9 a Renaissance Initiative

The Federation of Engineering Offices and Consultant Houses (KFEOCH) and NoufEXPO are organizing the "EGOV9" in cooperation with all government agencies as well as private sector companies and institutions concerned with the development of the eGovernment Program and the Development Plan in Kuwait.

Objectives

EGOV9 aims at achieving the following objectives:

- Study ways to develop a national strategy that makes eGovernment programs a critical factor in achieving Kuwait’s renaissance in various social and economic fields.

- Redefine the eGovernment program as a comprehensive government development initiative targeting vital areas such as education, health, business development, and the application of good governance.
